Terry Pheto implicated in R20.56 million NLC project scandal
Terry Pheto has once again been linked to a major financial scandal, following fresh revelations presented before Parliament regarding alleged misuse of funds tied to the National Lotteries Commission (NLC).
The development emerged during a briefing to the National Assembly’s Portfolio Committee on Trade, Industry and Competition on Tuesday, 24 March 2026.
During the session, Special Investigating Unit (SIU) senior manager Mashudu Netshikweta outlined findings from an ongoing probe into the NLC.
According to the SIU, a company identified as Zibsimode received R20.56 million for a circumcision-related project intended to support public health initiatives and culturally sensitive medical interventions.
However, the funds were allegedly not used for their intended purpose.
Instead, investigators claim the money benefited several individuals, including Pheto, former NLC chairperson Alfred Nevhutanda, businessman Malwandla Siweya and former NLC chief operations officer Phillemon Letwaba.
Further allegations indicate that an additional R5 million was channelled through another entity, Zibsibix, with claims that it ultimately benefited Nevhutanda through Pheto.
The case adds to previous scrutiny surrounding the actress, who was earlier linked to a separate lottery-related fraud matter involving multiple accused individuals.
At the time, Pheto denied any wrongdoing.
