Motorist to pay penalty levy on every traffic fine

Government is adding a “stealth tax” to the Administrative Adjudication of Road Traffic Offences (Aarto) Act.

This announcement was made by the Automobile Association (AA).


This addition comes after the introduction of an infringement penalty levy.

According to the latest draft of the Aarto Act, South African motorists will pay an additional R100 for every fine that they receive.

Last week, Transport Minister, Fikile Mbalula gazetted the latest draft of the act regulation.

The regulation is set to be rolled out in the middle of next year.

The AA’s Layton Beard explained that this levy will be added to each fine issued, regardless of the value of the penalty or its associated demerit points.

Beards indicated that even if a motorist successfully disputes the fine, the R100 levy will not be refunded.

The AA disclosed that a R2 billion bonus would be made to the Road Traffic Infringement Agency out of the 20 million infringement notices which are issued annually.
