North West DA against plan to place 12 municipalities under administration

The Democratic Alliance (DA) in the North West said the planned move by the governing party, African National Congress (ANC) to place 12 municipalities under administration could further destabilise the troubled province.

According to the provincial Treasury, it recommended that the Section 139 be invoked.


The section states that a municipality should be placed under administration if poor financial management and waste of finances and resources are eminent in the municipality.

The troubled municipalities includes Mahikeng, Tswaing, and Naledi.

The Finance MEC Motlalepula Rosho indicated that the councils were in a dire financial crisis.

Rosho added that this crisis was fueled by governance and leadership problems linked to poor financial management and a lack of monitoring of projects.

The provincial Treasury’s Kesolopa Jill refused to downgrade the report

“I’m not denying anything. I’m saying that there are processes that have been followed and they’re specific channels to communicate such a decision if it is taken by government.”

The finance MEC was told to consult with the National Council of Provinces (NCOP) in order to confirm her findings and resolutions.

Four municipalities have already been placed under administration in the province.
